Recovering Public Documents folder ?

I had given my hard disk with Windows Vista - Business, for reinstall (to install XP). The guy doing reinstall, had used \'fastcopy\' tool to do the backup. The \'Public Documents\' folder is not seen in the back up. Now, the hard disk partition is changed and Windows XP is installed on the same disk. As I had very important documents in my \'Public Documents\' folder (Windows Vista - Business edition). I need to recover this folder and a large set of important files stored under this folder. On running recovery tools on the hard disk, it shows everything except \'Public Documents\' folder. Please suggest any possible ways to recover the data.
